A PROMISING FIRST OUTCOME FOR PACT FOR IMPACT AND THE UN RESOLUTION

 

 

In 2022, the Pact for Impact Alliance has adopted an ambitious roadmap, based on the work of bringing a draft resolution to the United Nations, to recognise the Social Solidarity Economy (SSE) and its contribution to sustainable development and the achievement of the SDGs by 2030. This initiative is part of a particular international dynamic: on 9 December 2021, the European Commission adopted an Action Plan for the Social Economy, and in June 2022, the 110th session of the International Labour Conference was held, during which there was a general discussion on SSE in the service of a human-centred future of work. At the same time, the OECD adopted its Social Economy Guidelines. The International Pact for Impact Summit on 4 March 2022 was an opportunity to present this new ambition and to launch a call for mobilisation around the draft UN resolution, through a Coalition Manifesto to which more than 40 signatories, including 7 States, have rallied.

 

 

Since then, the Pact for Impact Alliance has undertaken a vast work of awareness raising and mobilization around the project, in close collaboration with the UN Task Force on Social and Solidarity Economy (UNTFSSE), which has been working since 2013 on the draft resolution and which strongly supported the initiative of France, the first country to take up the subject to advance it. Throughout the year 2022, the Alliance has contacted many States from all continents and has organised, with the UNTFSSE, various information and mobilisation meetings in order to present the interest of co-sponsoring the resolution, as well as the deadlines and the process of its adoption. The States that expressed an interest during these meetings were then invited to bilateral meetings with Pact for Impact, in order to further clarify their possible future involvement in the project. Within the framework of these bilateral exchanges, Pact for Impact has also provided technical support to various States, in order to assist them in contacting their relevant ministries and their Permanent Representation to the UN.

 

 

Based on the first draft of the UN resolution prepared by the UNTFSSE, Pact for Impact began work on the technical aspects of the text, with a working group bringing together various mobilised States, which met on several occasions to amend the text and propose changes. This work made it possible to strengthen the involvement of the States in the project, in particular by allowing them to take ownership of the text and by creating links and initial working relationships between them. This co-construction of the text led to several amendments and points of consensus. The resulting text is now in the hands of the permanent representations of the States in New York and will serve as a basis for future exchanges at the UN.

 

 

 

 

France is thus identified, both by the other States and by the international institutions (UNTFSSE, ILO, OECD), as the co-leading State of this draft resolution, alongside Spain in particular. It is in this capacity that the UNTFSSE welcomed the work done by the Pact for Impact Alliance in favour of the draft resolution during the side event co-organised by the ILO, UNCTAD and the Spanish Government on 22 July in New York on the role of the SSE in achieving the SDGs and the draft resolution. Marlène Schiappa, the French Secretary of State for the Social and Solidarity Economy and Associative Life, spoke at this event to present Pact for Impact and highlight the decisive work carried out by France through the Alliance for this draft resolution, and to reinforce the mobilising role it has played for several months.

 

 

The year 2022 thus marked a strong consolidation of the Pact for Impact Alliance, thanks to the mobilisation work carried out around the text of the resolution on the SSE. While negotiations and work began in New York at the beginning of September with the Permanent Representations of some fifteen countries (Argentina, Bulgaria, Colombia, Chile, Costa Rica, Spain, France, Italy, Ireland, Morocco, Mongolia, Dominican Republic, Senegal, Slovenia and Brazil), Pact for Impact is continuing its work in order to inform and involve other States in the project, and to position France at the global level as a major player and driver of the international political momentum that the SSE is experiencing today.
