The Social and Solidarity Economy in Madagascar: Analysis of the ongoing movement for recognition and development of the sector in the country

On April 18, 2023, the United Nations adopted a resolution recognizing the essential role of the Social and Solidarity Economy (SSE) in sustainable development and the achievement of the Sustainable Development Goals (SDGs).

 

To understand how public actors at the national, regional, and local levels are adopting this resolution and implementing favorable legal frameworks for the SSE, the Pact for Impact Alliance initiated a case study project. The first study focused on Madagascar, where the SSE is currently gaining recognition from civil society as well as Malagasy public authorities.

 

This study aimed first to provide an overview of the SSE ecosystem in Madagascar and to analyze the ongoing mechanisms and initiatives to develop the sector and co-construct legislation specific to the SSE. It highlighted collaborative efforts between public authorities and local SSE actors. Finally, the study sought to propose recommendations to further the ongoing work in Madagascar and inspire other public actors who wish to embark on a similar approach.

 

Conducted between February and April 2024, this case study was carried out with the support of Groupe SOS Consulting, a consultancy firm specializing in SSE, and mandated by the Pact for Impact Alliance, as well as the regional office of PPI (People Power Inclusion, an NGO specializing in SSE) in Madagascar. The study was based on data collection and analysis from various sources, including documentary research, interviews with SSE actors, international experts, and Malagasy public authorities, as well as a focus group with about ten local SSE organizations. Rather than providing an exhaustive account of the ongoing debates in Madagascar about SSE legislation, the study offers a snapshot of the expectations of the various stakeholders, with a particular focus on SSE organizations. It also presents six recommendations for the establishment of a national consultation.
